Hie Framework Agreement
Economic operators may be excluded from this competition if they find themselves in one of the situations mentioned in Regulation 58 of the Public Procurement Regulation (Scotland) of 2015. The value shown in point II.1.5) and II.2.6) is the estimated total value of services provided under the framework over the maximum four-year period. If applicable, bidders are required to provide information on consortia (2C1 eSPD) and/or subcontractors (2C1 and 2D.1 eSPD) with corresponding support documents from the ESPD. ESPD 2A.3 (not rated) Bidders are required to provide their registration number (or equivalent) of the company`s headquarters. EspERS 3D.12 bidders should refer to the “Conflict of Interest” section within the scope of this issue to comply with this issue. The criteria for awarding Question 1 Of Cybersecurity are assessed on the basis of criteria based on the scope of the requirements and the tender notices. The other attribution criteria are marked as follows: 0 – Unacceptable Nile or insufficient response that does not demonstrate the ability to meet the requirement. 1 – Bad reaction is partly relevant, but generally bad. It addresses certain elements of the requirement, but contains insufficient or limited details or explanations to illustrate how the requirement is met. 2 – The acceptable answer is relevant and acceptable. It deals with a broad understanding of the requirement, but it is not possible to indicate in more detail how the requirement is met in certain areas. 3 – Good reaction is relevant and good. It is so detailed that it shows a good understanding and provides information on how the requirements are met.
4 – Excellent-Response is absolutely relevant and overall excellent. It is comprehensive, clear and provides a thorough understanding of the requirement and provides details on how the requirement is fully met. To participate, bidders would have to register free of charge on the Public Contracts Scotland (PCS) website (www.publiccontractsscotland.gov.uk), register their interest in the tender and download and complete all relevant documents. Offers must be submitted through the PCS mailbox and received before the published date. Late offers are not accepted and HIE rejects submissions received after the deadline has expired. Responses via email or hardcopy are not accepted. PCS also allows providers to access online questions and answers that allow queries to be forwarded (anonymously) and answers published and shared with all potential bidders. This framework is not exclusive, i.e., in certain circumstances, HIE reserves the right to obtain the framework if necessary.
